split personnel expenses across Departments

I need to split an employee's costs between 2 departments.  I've set up the allocation method using the Department dimension and using a % as the allocation basis.  I've assigned that allocation method to the employee on the Properties pane under personnel properties but when I filter on the departments for that employee on the Detail pane, the costs are not split between the departments.
